USAID Strengthening Resource Mobilization Activity (SRMA)

Funding mechanism: Subcontract with DT Global (formerly CARDNO), implementer of the USAID’s Strengthening Resource Mobilization Activity (SRMA)

Strengthening Resource Mobilization Activity (SRMA) is a five-year project funded by the United States Agency for International Development (USAID).

The overall objective of the USAID/North Macedonia Strengthening Resource Mobilization Activity (SRMA) is to measurably increase local governments’ own-source resources and external funds and increase their budget execution rate in compliance with the Government of North Macedonia’s (GoNM) budgeting and reporting requirements.

The SRMA Activity is working with local and central governments to, in order of priority, 1) enhance the quality of municipal tax and fee collection systems; 2) increase Local Government Units (LGUs)’ capacity to access external resources from the national government or international organizations’ funds and/or capital markets and banks; 3) improve LGUs’ ability to plan, manage and implement public sector revenues in compliance with GoNM’s regulations; and 4) enhance the decentralization process.

The SRMA activity is consisting of four interrelated and mutually reinforcing objectives and at the end of the period of performance, the local governments must measurably demonstrate:

i. “Own-Source Revenues” Increased

  • Effectiveness of tax and fee collection systems enhanced;
  • Operational capacity of local tax administration strengthened;
  • Public revenue accountability improved; and
  • Own-source revenue increased.

ii. Greater Amounts of External Funding Accessed

  • Local governments’ capacity to prepare viable projects ready for funding strengthened; and
  • Amount of external development funds secured by local governments increased (such as IPA and GoNM capital investment funds)

iii. Local governments’ Budget Execution Rate Increased

  • Local governments’ budgetary planning and execution improved;
  • Local governments’ compliance with reporting requirements improved;
  • Local governments’ information sharing budget planning and execution with the public enhanced;  and
  • Effective system for continuous professional development of LGUs project management staff in place.

iv. Decentralization Process Enhanced

  • Improved efficacy of national government processes that affect local governments’ local  economic development efforts; and
  • Fiscal decentralization strengthened.

 

IDEAS DEPO in collaboration and partnership with Cardno Team, as a major subcontractor throughout the activity, is leading the implementation of Objective 4 “Decentralization Process Enhanced”, supporting the MEL activity and reporting, and providing capacity building and strategic communication support across the four objectives. IDEAS DePo is contributing innovative methods and tools to support the Learning Agenda and overall achievement of the program goal of the USAID North Macedonia Strengthening Resource Mobilization Activity (SRMA) activity. IDEAS DePo is also responsible for delivering direct implementation under Objective 4 as needed and as per the adopted and approved SRMA Work and MEL Plans.

IDEAS DePo, under the auspices of the USAID Civic Engagement Project assistance to the Vice Prime Minister for Good Governance, implemented the activity “Reforms in the Inspection System” in a close cooperation with the Inspection Council as the main stakeholder. Under this Project, a number of activities were implemented aimed at further development of the overall inspection framework and relevant strategic documents, improvement of the legislative framework, as well as raising the awareness of the inspection procedure that can be easily understand by businesses and citizens.

This activity incorporated a highly participative and collaborative approach by actively engaging all key stakeholders such as the relevant government institutions, as well as the private sector, NGOs, academia and other relevant players, through organization of several consultations sessions and workshops.

IDEAS DePo assistance under this Project was focused on the following activities:

(1) development of three important and comprehensive documents and analysis, such as:

a) long-term Strategic Guidelines for the Inspection System in North Macedonia,

b) Analysis of the Implementation of the Law on Inspection Supervision, and

c) Analysis of Potential Corruption Bottlenecks in the Operation of the Inspection Authorities,

(2) Developing education Curricula on Integration for Inspectors as part of the mandatory training for the licensing procedure to become an inspector and

(3) implementation of activities from the Communication Strategy of the Inspection Council, such as development of promotional video of the functioning of e-Inspector and several infographics to inform the general public of essential functioning of the inspection system in the country.

Objectives
The assessment aims to define the future areas of assistance to be provided by USAID to Macedonia to strengthen its Business Enabling Environment through the successful public-private dialogue process. It has been funded as part of the Regional Economic Growth (REG) Project, implemented by SEGURA Consulting LLC. Specifically, this assistance comes under the Balkan Regional Economic Development Initiative (B-REDI), a regional platform designed to support economic growth activities in Macedonia, Albania and Serbia. This assessment was carried out by REG’s local partner for implementation of PPD and RIA activities in Macedonia, the Center for Development Policies IDEAS DePo Skopje.
The overall objective is to help Macedonia assess and analyze the existing public-private dialogue mechanisms and platforms, and to provide recommendations for strengthening existing mechanisms to enhance the efficiency of public-private dialogue.

Activities
The proposed implementation of this assessment included the following activities:

  • Assessment of the current situation and challenges in the area of public-private dialogue;
  •  Organization of consultation sessions with different stakeholder communities to achieve highest level of involvement and contribution;
  •  Definition of recommendations for future steps in line with stakeholder capacities;
  • Sharing and review of the assessments and recommendations among the three countries (Albania, Macedonia and Serbia), to see if there are any best practices that can be shared and replicated;
  • Participation in a regional PPD/BEE Workshop to present the results and potential opportunities for next steps and opportunities of joint efforts in the region.

In the early stages of its operations, during 2015, IDEAS DePo was subcontracted by Booz Allen Hamilton to implement a part of USAID’s IDEAS Project program activities, in the area of Public Private Dialogue (PPD) and Inspection Reforms. The main beneficiary of the implemented activities and the support provided was the Government of Macedonia and the relevant institutions in the specified areas (among which: Ministry of Information Society and Administration, Inspections Council – IC, National Entrepreneurship and Competitiveness Council – NECC, State Market Inspectorate, State Labor Inspectorate, Chambers of Commerce and Business Associations, etc.).

 

The main activities were:

Public Private Dialogue

  • Support to the NECC (National Entrepreneurship and Competitiveness Council) – Assistance to the NECC in operational issues; Education assistance for NECC staff and the NECC members; Support to NECC committees in performing their operational mandate.
  • Support to the implementation of the Regulatory Impact Assessment (RIA) and ENER https://ener.gov.mk/Default.aspx as a PPD instrument – Assistance to MISA to improve the RIA system and the ENER PPD mechanism; campaign to improve public awareness about the ENER in the business and civil community; Improvement of knowledge of the public sector on ENER use.
  • Strengthening capacities of CoCs and BAs to engage in PPD – Improve their capacities and approach to dialogue, moving from a passive to an active position commensurate with the position of a contributing party to the process, to make them a completely relevant counterpart of the GoM in offering solutions to problems, based on facts and systematic research and reports.

Inspection Reforms

  • Assisted in creation of methodologies and techniques for conducting inspection supervision – Developed an Inspection Methodology Manual for conducting inspection supervision, defining necessary technical instruments and sources of information and institutional linkage of relevant inspection authorities.
  • Implementation of Quality Management Standards in the Inspection Authorities and Promotion and raising awareness of the Inspections Council’s new tools and methodologies
  • Capacity Building of the Inspections Council (IC) and relevant Inspectorates – Designed and conducted general and specific trainings and educational programs; Organized a study visit in Austria for exchange of knowledge and experience;
  • Creation of a comprehensive web-site for IC, which encompasses all relevant data in regard to IC legal mandate, as well as all inspection authorities.

Objectives

Overall objective of this initiative was to support trade facilitation reforms in North Macedonia in line with its national priorities and international commitments under the WTO Agreement on Trade Facilitation (WTO TFA) and the CEFTA Agreement.

More specifically, the initiative aimed to:

  • Increase the awareness of public and private sector institutions on the goals and main requirements of WTO TFA and strengthen their capacity for implementation of trade facilitation reforms in line with the Agreement.
  • Support the establishment and operation of the National Trade Facilitation Committee (NTFC) as a mechanism for inter-agency coordination and inclusive public-private dialogue for more efficient and effective implementation of country’s trade facilitation agenda.
  • Assist leading trade facilitation agencies to implement specific trade facilitation reforms, such as the Authorized Economic Operator (AEO) Program, e-customs, reforming of the licensing regime, etc.

 

Activities

Assistance was provided through combination of activities designed in close coordination with beneficiary institutions from the public and the private sector, including but not limited to:

  • National workshops and seminars relating to specific trade facilitation topics.
  • Participation of representatives of North Macedonia’s government and companies at regional events organized by the REG Project and its international partners to enable exchange of experiences and best practices for advancement of the regional trade facilitation agenda.
  • Technical assistance and advice relating to implementation of specific policies for facilitating and simplifying cross-border procedures.
  • Drafting of documents and procedures aimed at strengthening the mechanisms for dialogue and improving private sector access to relevant information.

Assistance activities were designed in a flexible manner, in close cooperation with the beneficiary institutions and wherever necessary, in coordination with other donors and international organizations active in the field of trade facilitation – the World Bank Group, CEFTA, WTO, WCO, UNECE and GIZ.

USAID Project – Modernizing the Inspection Authorities

The overall objective of the Modernizing the Inspection Authorities Project is to introduce a modern, business friendly and predictable inspection system that will seek to achieve enhanced efficiency of inspection authorities, as well as voluntary compliance by implementing best practices and principles into the inspection process.

The project consists of the three main components:

Component 1: Streamlined legal framework of the inspection system for increased efficiency of inspection authorities, and better business compliance with regulations.

Component 2: Improved knowledge of inspectors in specific areas for better effectiveness in performing inspection supervision.

Component 3: Improved effectiveness of the inspection bodies for improved efficiency of the inspection system through implementation of an e-government software solution.

 

The following results are expected to be achieved:

  • Clear and reliable legal and institutional framework, accomplished through a thorough and an inclusive process of identification and modification of inefficient, inconsistent and overlapping laws and regulations.
  • Modern standards, techniques and tools introduced for efficient and competent performance of inspection authorities, such as the voluntary compliance approach, risk analysis principles, checklists for uniform conduct of inspection supervisions, among other.
  • Well established procedures to enable sustainable and continued enforcement of modern inspection practices.
  • Inspection authorities able to identify, plan and implement training programs necessary for inspectors’ career development.
  • Improved skills and knowledge of inspectors.
  • Functional electronic system that offers better planning and risk management of the inspections, and improves the efficiency, transparency, and accountability of the inspectors’ work.
  • Exchange of international best practices with local and regional partners.

STREAMLINED LEGAL FRAMEWORK OF THE INSPECTION SYSTEM

The specific problems to be addressed under the Component-Streamlined Legal Framework of the Inspection System are the inconsistencies and discrepancies in the legislation regulating inspection supervision and inspection authorities.

The main objective is to achieve streamlined legal framework for governing the inspection system, an effort that is expected to produce multiple beneficial effects on the overall inspection system, by increasing the inspection authorities’ efficiency, clearly defining their roles and responsibilities, reducing costs for conducting inspection supervision, setting up a clear system for compliance, decrease the burden for the private sector that is subject to supervision, introducing risk management principles in the process of inspection supervision and implementing standards and procedures that will enhance the inspection process.

Under this Component the following results were achieved:

  • Support to legal drafting of the new Law on Inspection Supervision (LIS)
  • Drafting of by-laws deriving from the new LIS, among which:
  • Conducting horizontal Functional Analysis of the inspection system and providing recommendations for optimization of the system
  • Providing Functional Analysis for specific inspection authorities with recommendations of organizational changes and systematization of work posts
  • Development of a Methodology for risk-based planning of inspections
  • Development of a Guideline for preparation checklists for inspection supervision
  • Development of a Guideline for conducting inspection supervision

Supporting the Legal Drafting of the New Law on Inspection Supervision (LIS)

Functional Analysis (FA)

The expected goal of this Component is to improve the knowledge of inspectors in general / specific areas and their effectiveness in performing inspection supervision.

Under this Component, MIA approach is based on participative, evidence-based measures, enriched with best regional practices and building upon previous efforts in Inspection modernization, while sustainability and ownership of the interventions will be ensured during the project-life-time. Most prevailing educational tools are the trainings. The trainings provide an opportunity to discuss ways in which inspection can be carried out effectively, and enable inspectors to evaluate what they learn and observe, and decide upon appropriate measures. From other hand, trainings are ensure that the inspectors have the information they need on all functions on the relevant legal provisions, on the relevant national policies, and how to deal with violations of legislation in the best manner. Above all, trainings sensitize inspectors to all fields of concern, create the right attitude and motivate them to act with energy and determination. Following the expected evolution of the development of the training facility, and ensuring sustainability, MIA team worked on evidence-based methods to provide the basis for the last year of the project.  In that direction, MIA support for training delivery at the same time is concentrate on establishing a Training Centre.

Under this Component the following results were achieved:

  • Development and delivery of general and specific training programs for inspectors
  • Conducted comprehensive Training Needs assessment for all inspectors and 3 State Inspectorates for Labour, Market and Administrative Affairs
  • Development of a Strategy for professional development and trainings 2020-2024 and Action Plan for its implementation
  • Development and delivery of a training and mentoring program for senior inspectors (Training of Trainers)
  • Preparation of a Methodology for training curricula development, and development of most essential training programs for inspectors
  • Development of a Business plan for sustainable professional development system for inspectors

E-GOVERNMENT SOFTWARE SOLUTION

Inspection systems in Europe and worldwide promote contemporary concepts of inspection surveillance and seek to find methods of its efficient implementation. Among them is the deployment of inspection information management systems, which are increasingly common in developed economies and enable carrying out of the most frequent inspection operations.

Information management system or e-inspection software solution ensures flawless collection of data necessary for appropriate risk-based planning of inspections, limits the influence of the human factor, thus significantly limiting the possibility for corruption. It improves the coordination among different inspection authorities and among inspectors within the same inspection authority; the planning, monitoring and evaluation of the work of both inspection authorities and inspectors; and the electronic inspection case management and availability of inspection cases data to inspectors.

The overall objective of the Modernizing the Inspection Authorities Project is to introduce a modern, business friendly and predictable inspection system that will seek to achieve enhanced efficiency of inspection authorities, as well as voluntary compliance by implementing best practices and principles into the inspection process. One of the main goals is a functional electronic system that offers better planning and risk management of the inspections, that improves the efficiency, transparency, and accountability of the inspectors’ work.

That is possible through implementation of an e-government software solution.

Under the scope of activities provided through the USAID MIA Project, in partnership with MISA and IC, the Project developed a Concept Design for inspection management software and prepared a detailed technical specification for a pilot software development. Throughout the process, all Stakeholders were actively involved. USAID MIA Project, together with MISA and IC, organized a workshop on Defining the Scope of the Piot Software Solution, attended by representatives from all State Inspection Authorities. By the end of the Project, a pilot software solution on inspection management will be developed in State Administrative Inspectorate, State Labor Inspectorate and State Market Inspectorate. A Software Company is engaged for this matter and currently working on the process, together with relevant representatives from each Inspection Authority separately.

The overall objective of the project is to improve efficiency and coordination of the Inspectorates under the Inspection Council of North Macedonia, with the final goal of reducing burden and costs to businesses through finalizing the new legal framework for inspection supervision.

This project will provide technical assistance through these main assignments (out of which two are implemented by IDEAS DePo):

Assignment 1: Support to review and complete the regulatory framework in implementation of the new Law on Inspections and aligned with best international practices;

Assignment 2: Coordination of the reform and initiatives on inspection at the Inspection Council (Assignment directly implemented with/by Inspection Council);

Assignment 3: Capacity building for inspectors both on the requirements of the new Law and on sectoral matters, through the Inspection Council.

 

The following results are expected to be achieved:

  • Development of 80 specific checklists (for selected laws) for the state inspection authorities
  • Development of 15 specific Methodologies for risk-based planning of inspections for 14 state inspectorates and the Food and Veterinary Agency
  • Report on harmonization of administrative measures/fines if discrepancies are marked
  • Complete the training program for the professional development of the inspectors’ deliverable from the IC
  • Development of trainers, 30 inspectors in total through ToT for inspectors – trainers that will further undertake the role of trainers in the area they are trained for
  • Development organizational and management skills of the staff of the Inspection Council
  • Updating the IC exams questions data base

The first assignment of the EBRD project, implemented by IDEAS DePo aims to support and review the regulatory framework in the process of implementation of the new Law on Inspections as well align with the best international practices. As an expert in the legal framework field, IDEAS DePo team will provide advice and expertise on the following matters:

  • Assess the extent to which the State Inspectors are equipped with risk-based methodologies
  • Assess the methodologies used by inspectors in applying administrative measures to inspected business, and the extent to which they standardized amongst Inspectorates and transparent to the stakeholders
  • Improve and prepare risk-based methodologies of inspection
  • Assess the level of preparation and adequacy of check-lists for inspection functions in each inspectorate
  • Support inspectorates to complete check-lists

IDEAS DePo will support the following deliverables and indicators of achievement by the end of the Assignments

  • 15 specifics risk-based Methodologies
  • 90 new Checklists
  • Report for compliance/ standardization of administrative measures application

 

DEVELOPMENT OF CHECKLISTS

The Center for Development Policies IDEAS DePo in cooperation with the Inspection Council of North Macedonia, within the project “Support for Improving the Effectiveness of the Inspection Authorities” supported by the European Bank for Reconstruction and Development EBRD, as part of its activities developed 90 checklists, as an obligation arising from the new Law on Inspection Supervision.

The assignment 3 of the EBRD project, implemented by IDEAS DePo is referring to building capacities of the inspection authorities. Based on the documents regarding ‘’Training Needs Assessment’’ and the ‘’Strategy for professional development and training of the inspectors 2020-2024’’ the IDEAS DePo team working on the assignment 3 in collaboration with the Inspection Council will mainly focus on implementation of the Annual Program, the Strategy and Action plan, and perform and focus on the following activities.

  • To complete the training program for the professional development of the inspectors’ deliverable from the IC.
  • Further development of trainers through ToT (train of trainers) for inspectors – trainers
  • Organizational and management skills development of the staff of the Inspection Council– trainings, mentoring and coaching
  • Updating the IC exams questions data base

Besides the capacity building program, the IDEAS DePo team in collaboration with the Inspection Council will provide the following deliverables and indicators of achievement by the end of the Assignments.

  • Deliver the completed training programmes for the trainings on 8 (eight) generic topics
  • Deliver at least 5 days training with 3 (three) training sessions for 30 (thirty) new and existing trainers (inspectors and IC staff) through Train of trainers program. 
  • Handbook for Organization and management of Training Centre at the Inspection Council
  • Deliver 5 mentoring sessions for up to 5 Inspection Councils’ staff on organizational and management skills
  • Updating the IC database (600 questions) for the general part of the inspectors license exam
  • Delivering report and outlining the main results achieved by the training, including a description of the results of the before-after assessment.
