REQUEST FOR PROPOSALS – Assessment of the EU Carbon Border Adjustment Mechanisms (CBAM) in North Macedonia: Impact, Policy Response and Assistance Needs

USAID’s Partnerships for Economic Growth Activity implemented by Palladium International works with resource partners to unlock the growth, productivity and employment potential of micro, small and medium enterprises in North Macedonia. Component 4 of the Activity supporting regional economic integration of the country is implemented by the Center for Development Policies IDEAS DePo.

IDEAS DePo is launching this request to solicit proposals for preparation of an Assessment of the EU Carbon Border Adjustment Mechanisms (CBAM) in North Macedonia: Impact, Policy Response and Assistance Needs. Detailed terms of reference for the assignment is attached.

The main objective of the assessment is to identify the risks and opportunities related to the CBAM implementation and the introduction of the carbon fee in North Macedonia, recommend ways forward for tackling the key challenges and identify the assistance needs in this regard.

Eligibility and qualifications

The assignment can be performed by a team of individual consultants or by a legal entity regardless of their nationality/country of establishment. An informal group of consultants will be required to submit a single proposal as a team addressing all segments of the assessment as required in the attached terms of reference.

For a comprehensive coverage, we strongly encourage teaming that will bring in both local knowledge and an EU expertise.

The team working on the assessment should hold the following qualifications:

Experience in analyzing the trade and value chain effects on sectors and companies mostly affected by CBAM.
Strong expertise in EU policies for mitigating the impact of GHG emissions on climate, i.e. CBAM, EU ETS, carbon pricing, and MRV requirements.
Excellent knowledge of the key elements and principles of an efficient and EU-compliant institutional infrastructure in context of CBAM and implementation of a carbon fee, including verification of GHG emissions.

Public servants are not eligible to apply.

Language

The language of the proposal and the assessment is English.

Content of the proposal

The proposal should consist of the following:

Technical approach – Brief description of the methodology for each of the four segments of the assessment described in the attached terms of reference (max. 3 pages).
CVs of all consultants proposed to work on the assessment.
Budget indicating distribution of assignments, including the total number of days for each consultant and their distribution across the assessment topics, travel and other costs (if and where applicable).
Total price for the overall activity.
Name and email of a contact person.

Evaluation criteria

Received proposals will be evaluated based on the following criteria:

Technical approach – 40 points
Qualifications and experience – 30 points
Price – 30 points

Shortlisted applicants will be invited for an interview.

Deadlines

Proposals should be submitted in electronic form to [email protected], no later than April 19, 2024.

The deadline for preparation of the assessment is 60 days from the day of signing of the contract.
