According to the new Law on Inspection Supervision, the Inspection Council is obligated to organize regular and continuous training system that will improve the efficiency of the inspectors. MIA Project supported this activity by developing 5 year strategy and business plan for the training center.

 

The Strategy

Strengthening the capacity and professional development of inspectors involves balanced and structured inspection authorities by developing professional skills and abilities. The analysis showed that the current set-up of the inspectorates and the Council does not provide continuous and quality professional development of the inspectors, i.e., the quality education needs of inspectors is not currently met. As a result, there was a need to develop a strategy for professional development and training of inspectors.

The purpose of the Strategy was to establish a sustainable, robust and comprehensive system of professional development and training of inspectors. The strategy enabled development of an integrated, efficient and effective system of education and training of inspectors as well as improved communication and coordination between all stakeholders.

The strategy development process was based on a participatory approach, consulting relevant documents and legislation, such as the new Law on Inspection supervision, Functional Analysis of the Inspection Council, and all other available functional analysis reports. (Training Needs Assessment- conducted by USAID-funded IDEAS DePo Project).

 

The business plan

The business plan for establishing a sustainable and functional unit to support the training of inspectors has been developed through several steps in collaboration with representatives from the IDEAS DePo Center for Development Policies, the Inspection Council, representatives of the Strategy Working Group, as well as the Ministry of Information Society and Administration.

Implemented between July and September 2019, the Business Plan development contained phases, i.e. the following steps below:

  • Insight and analysis of the content of the legal framework in the country
  • Insight and analysis of the current situation and training needs
  • Insights and analysis of experiences from other countries
  • Meetings and interactive workshops with key stakeholders (IDEAS DePo Center for Development Policies, Inspection Council, as well as the Ministry of Information Society and Administration), to meet the needs, status, and business model proposal.
