Functional analysis is a tool for analyzing the basic and essential functions of an organization. FA focuses on one or more of the following elements: a) the organization and competencies of the organization, b) the efficiency and effectiveness in executing functions, and c) the need to re-engineer business processes. Most often, functional analysis is carried out when performing basic tasks and functions (service provision), the organization faces insufficient efficiency and effectiveness resulting from the existing internal organizational set-up and staff capacities.
The main reason for preparing the FA of the Inspection Authorities is the need for the Ministry of Information Society and Administration (MISA) and the Inspection Council (IC) to get a full picture of the State Inspection Authorities that will eventually lead to their reorganization and / or improvement of their effectiveness and efficiency.
In accordance with the Annual Work Program of the Project for the period October 2017 – September 2018, FA of the Inspection Authorities was conducted. This analysis assessed the placement of the Inspection Authorities in the system of State Regulation, their interconnection and areas of overlapping, internal organization and systematization of jobs, internal work processes, the availability and use of equipment and tools for work, etc. The analysis resulted with findings and recommendations for improvement (optimization) of the institutional capacities, efficiency and effectiveness in the work of the inspection services. This report presents the implemented activities through the process, as well as key findings and recommendations that should contribute to the achievement of the goal.
Pursuant to the Law on Public Sector Employees, public sector institutions have an obligation to prepare internal organization act and job systematization act on the basis of a previously conducted Functional Analysis.
Within the framework of the project, a training on Methodology for conducting FA was conducted, attended by representatives of all State Inspectorates. The purpose of this training was to teach and enable the participants to perform FA in their own Inspectorate. On the request of several Inspectorates, USAID MIA Project, as a partner of the Inspection Authorities, assisted in the preparation of Functional Analysis. Functional Analysis were prepared for the State Market Inspectorate, State Administrative Inspectorate, State Labor Inspectorate, State Sanitary and Health Inspectorate, State Technical Inspectorate as well for the Inspection Council. The findings and recommendations for reorganization and optimization, are already applied in some of the above mentioned institutions, thus improving the efficiency and effectiveness of the work of the Inspectorates, as well as the entire inspection system.
