1. Context
European Union pursues an ambitious agenda to reduce carbon emissions for 55% (compared to 1990 levels) by 2030 and become a climate-neutral continent by 2050. The implementation of the regulatory and implementation requirements designed to achieve these impressive goals are costly and often adversely affect the competitiveness of goods produced in the EU compared to those produced in countries with less stringent climate policies thus resulting in a so-called “carbon leakage”.
To address the risk of “carbon leakage”, the EU introduced the Carbon Border Adjustment Mechanism – CBAM, a tool designed to ensure that a fair price is paid upon imports to the EU of certain categories of carbon-intensive goods that reflects the embedded carbon emissions generated during their production in third countries.
CBAM started to implement on October 1, 2023. During the transitional phase, until December 31, 2025, the importers will not pay the adjustment fee, but only calculate and report quarterly the carbon emissions embedded in the imported goods. The collection of the fee will start in January 2026.
The calculation and reporting requirements during the transitional period of CBAM implementation will apply on certain goods/sectors whose production is carbon intensive and carry the highest risk for carbon leakage, namely iron and steel, aluminum, cement, fertilizers, electricity and hydrogen.
2. Problem statement
Under the EU CBAM Implementing Regulation for the transitional phase adopted in August 2023, the ultimate responsibility for reporting of the carbon emissions embedded in the goods imported to the EU lay with the importers. However, the main input for these reports is the data submitted by theinstallations in non-EU countries that produce those goods.
To support harmonized implementation of CBAM and facilitate the reporting procedure for non-EU companies, the European Commission developed the Guidance Document on CBAM Implementation for Installation Operators Outside the EU and a respective Communication Template.
CBAM imposes significant and complex reporting requirements on all companies in North Macedonia that produce goods affected by CBAM and export them to the EU. Many of them, particularly those falling into the MSME category do not have the expertise and the capacity to fully understand and meet the new requirements, which significantly jeopardizes their ongoingbusiness relations with EU customers. Failing to submit data on the carbon emissions embedded in their products in the requested quality and form, and on time for the quarterly CBAM reports, they risk losing their position at the EU market.
3. Scope
Recognizing the challenges, USAID’s Partnerships for Economic Growth Activity and IDEAS DePo seek to support MSMEs during the initial period of CBAM implementation by helping them prepare their communications for quarterly CBAM reports and by strengthening their capacity in this area.
The purpose of this request for expression of interest is to gain better understanding of the locally available expertise related to assisting MSMEs in North Macedonia comply with CBAM requirements.
The expression of interest is a first stage in the process of selection of service provider(s) that will deliver the CBAM-related assistance to individual MSMEs. In a second stage, applicants with satisfactory expertise and experience will be invited by IDEAS DePo to further negotiate and agree the scope and conditions of their engagement, according to organization’s internal procurement procedures.

for providing Local Economic Development Planning Support Services to selected Local Self- Government Units
North Macedonia aspires to be a prosperous, self-reliant, and inclusive democratic society, whereas USAID Strengthening Resource Mobilization Activity (here and after Project) will assist Macedonia’s government institutions to raise and independently manage the resources necessary to fund services demanded by its citizens and private sector. The USAID’s Project provides technical assistance (TA) focusing on measurably increasing local governments’ own-source revenues, securing external funding, improving budget execution rates (in compliance with the Government of North Macedonia’s budgeting and reporting requirements), fostering private sector involvement, and enhancing transparency and accountability.
Where feasible and relevant, will actively seek and take advantage of private sector engagement and public-private partnerships in the course of implementing USAID’s Strengthening Resource Mobilization Activity while working directly with Projects partner municipalities. The Project will facilitate and foster partnerships between the private sector, municipalities, and local communities to promote local philanthropy, mobilize resources, and create an enabling environment for local businesses. It will assist partner LSGUs to engage with local communities and the private sector to plan local economic development initiatives.
After the successful implementation of activities with the first and second cohorts of 39 municipalities, the Project has already selected the third and the fourth cohort of 41 partner municipalities to work with during 2024, and 2025.
The project is seeking for a consultant to provide short term technical assistance with the assignment to assist 24 third cohort partner municipalities and 17 fourth cohort partner municipalities to develop or revise their Local Economic Development plans/strategies and to develop or strengthen the technical skills of LSGUs to implement Local Economic Development Plans in line with principles of good governance and sound financial management. It is crucial to emphasize the importance of building local partnerships and networks based on the public-private dialogue (PPD) principles in order to implement actions that promote growth, development, and employment.
The LED plans/strategies development methodology has been already developed for the third cohort of partner municipalities and is focused on key local preconditions for private sector growth such as Local Cooperation and Networking, and public-private cooperation as a key factor for local economic development. Business-friendly, Transparent, and Corruption-Free Administration, one of the main functions of a local administration is to establish and maintain an operational environment for other actors. Regulatory and Institutional Framework, municipalities can play an important role with regard to the regulatory requirements that apply to local companies. Access to finance, municipalities can provide information and business support services that alert entrepreneurs to existing financing possibilities. Land and Infrastructure, municipalities may be able to provide for businesses land/physical premises and modern facilities in which to operate workshops, offices, production, and service facilities, etc. Skills and Human Capital, Inclusiveness, the municipality can act as an initiator and broker to bring business, local employment offices, and the vocational education and training sector together to identify how to ensure businesses have the skilled employees they require. External Positioning and Marketing, the municipal administration, represented by the Mayor, is democratically legitimized to represent, profile, and project a positive, business-friendly image of the local area.
The expert will prove TA using the methodology and the training materials (LED development process in four modules) already developed by Project STTA. The expert, shell assign tasks for all participants after each session of technical assistance (coaching and mentoring). Municipalities from the second cohort (Aerodrom, Centar, Chashka, Gradsko, Kichevo, Krivogashtani, Krushevo, Plasnica, Zelenikovo, and Zhelino), included in the LED development process will continue their participation until their municipal plan/strategy is officially adopted, Additionally, all 17 municipalities from the fourth cohort will be invited to participate in the LED development process, and support will be provided to those who show interest.
The LED plan/strategy draft should be prepared and submitted in Macedonian in electronic copy, in MS Word format.
The engagement will be executed in the period of. May 15th, 2024 – June 30th, 2025.
The LoE for the consultancy engagement will be up to 35 working days depending on the number of LSGUs involved and the intensity and the need for mentoring/coaching between the sessions after prior approval by Project CoP and or activity leader.

IDEAS DePo is launching this request to solicit proposals for preparation of an Assessment of the EU Carbon Border Adjustment Mechanisms (CBAM) in North Macedonia: Impact, Policy Response and Assistance Needs. Detailed terms of reference for the assignment is attached.
The main objective of the assessment is to identify the risks and opportunities related to the CBAM implementation and the introduction of the carbon fee in North Macedonia, recommend ways forward for tackling the key challenges and identify the assistance needs in this regard.
Eligibility and qualifications
The assignment can be performed by a team of individual consultants or by a legal entity regardless of their nationality/country of establishment. An informal group of consultants will be required to submit a single proposal as a team addressing all segments of the assessment as required in the attached terms of reference.

IDEAS DePo is launching this call to request applications for design and delivery of a training on Assessing Financial Solvency of Companies Participating in Customs Procedures for the Customs Administration of North Macedonia.
1. Scope of the assignment
1.1 Context
Financial solvency of companies demonstrating their good financial standing and ability to cover future customs debts is one of the key prerequisites for multiple customs measures facilitating import, export and transit procedures under the Customs Law and the relevant subordinate legislation in North Macedonia. Customs procedures requiring assessment of the financial solvency of participants in customs operations include, but are not limited to the implementation of the Authorized Economic Operator (AEO) program and the issuing of authorizations for simplified customs procedures. Moreover, prudent assessment of companies’ financial standing is key prerequisite for decisions authorizing reduction of guarantees securing the customs debt and the reduction percentages thereof.
Financial solvency of companies is evaluated by several departments and units at the Customs Administration of North Macedonia (CANM) and the scope off this process depends on the type of the customs procedure and the phase of the clearance process at which the controls are taking place. The number of customs employees engaged in the assessment of financial solvency is sizable; however, most of them do not have the education background, nor the experience and skills to perform the financial solvency assessments required by the Customs Law and the related regulations. Strengthening their capacity to understand the concept of financial solvency, as well as to use and interpret data available in public databases and companies’ records would result in realistic financial solvency assessments that would ensure that companies with sound finances receive maximum benefits when participating in customs procedures while at the same time protecting public fiscal interests.
To address this assistance need, Partnerships for Economic Growth Activity and IDEAS DePo are organizing two one-day trainings for CANM on Assessing Financial Solvency of Companies Participating in Customs Procedures.
1.2 Training – objective, participants, language
The key objective of this activity is to strengthen the capacity of CANM employees to perform prudent assessment of the financial solvency of companies participating in customs procedures thus facilitating cross-border trade for trusted traders.
Partnerships for Economic Growth Activity and IDEAS DePo envisage organization of two identical one-day trainings for a maximum of 80 participants (40 per training) from different departments and units in CANM.
This call refers only to consultant services for designing the training program and delivering the content. Other organizational details, including identifying of and inviting participants, booking the venue and covering the cost of refreshments and technical equipment are responsibility of IDEAS DePo and CANM.
IDEAS DePo and CANM will also provide to the selected consultant all laws and regulations that contain provisions regulating the financial solvency requirements for companies participating in customs procedures and be available for consultations and advice related to the currentcapacity of the training participants and the respective needs for improvement.
Trainings content and materials should be prepared and delivered in Macedonian language.

The main objective of the event was to help iron and steel companies better understand the requirements set by the European Union for exporters from third countries related to measuring, verifying and reporting the CO2 emissions embedded in their products and facilitate the collection of data and drafting of first CBAM reports due for submission on January 31, 2024.
Key presenter at the event was Mr. Denis Ivanov, an accredited Lead Verifier for GHG (Green House Gas) emissions with a strong expertise on the EU ETS (Emissions Trading System). During the program, Mr. Ivanov provided guidance to companies on developing sound systems for monitoring CO2 emissions and establishing clear links between the monitoring process and CBAM requirements. He also elaborated key terminology, particularly related to simple/complex/aggregated products and production processes in context of the iron and steel sector.
To further facilitate the movement of companies with status of an Authorized Economic Operator (AEO) across borders, on December 13, 2023 USAID Partnerships for Economic Growth Activity (P4EG) organized the event Authorized Economic Operator (AEO) Program: Increasing the Awareness and Participation of Other Government Agencies in North Macedonia. The event was designed and delivered in partnership with the Customs Administration of North Macedonia and the Center for Development Policies IDEAS DePo.
Key objectives of the event were to increase the understanding of government agencies with responsibilities in cross-border trade of the key features of the AEO concept, to facilitate discussion between them and Customs on potential concerns related to AEO implementation and to discuss modalities that would enable their active participation in the AEO program. Participants included 37 representatives of government institutions that perform regulatory responsibilities in cross-border trade, including but not limited to controls at the border, issuing of licenses for imports and exports, and trade via special means of transport or types of goods.
