For the USAID’s Strengthening Resource Mobilization Activity – North Macedonia implemented by CARDNO, Center for Development Policies IDEAS DePo is seeking candidate for the position of MUNICIPAL FINANCE SPECIALIST.
USAID/ North Macedonia Strengthening Resource Mobilization Activity is a five-year contract (start date January 2021) awarded to Cardno Emerging Markets USA Ltd., to work with North Macedonia’s local governments to measurably increase municipal own-source resources and external funds and increase their budget execution rate in compliance with the Government of North Macedonia’s (GoNM) budgeting and reporting requirements. The Project has been working with the local governments, the GoNM, and the key stakeholders to: 1) enhance the quality of municipal tax and fee collection systems; 2) increase Local Government Units (LGUs)’ capacity to access external resources from the national government or international organizations’ funds and/or capital markets and banks; 3) improve LGUs’ ability to plan, manage and implement public sector revenues in compliance with Government of North Macedonia’s regulations; and 4) enhance the decentralization process.
THE ROLE
The Municipal Finance Specialist’s primary responsibility is to provide technical expertise and assistance to partner municipalities to strengthen their capacities to increase own source revenues, to access external funds and to plan and execute municipal budget. He/she will facilitate self-assessment sessions with partner municipalities and will support them to address the identified capacity gaps. He/she will work closely with the Component Leads (primarily Ob 1 and Ob 2) to deliver the concrete technical expertise needed. In addition, he/she will support the sustainability of the potential positive changes in municipal finance management and internal audit within the municipalities by development of sample written procedures, regulations, etc. and will provide mentoring to interested municipalities to adapt these sample documents to their specifics.
The Municipal Finance Specialist will establish and maintain a strong relationship with national and local government counterparts to address any capacity needs for the implementation of the current or new municipal finance legislative framework.
The Municipal Finance Specialist position will be provided through the subcontractor IDEAS DePo and will be embedded in the Project’s office in Skopje.
QUALIFICATIONS:
- University degree in Finance, Law, Business or Public administration, Management or related field;
- At least 5 years of experience in municipal financial management working in or with municipalities;
- Practical experience in assessment of municipal financial capacity and analysis of creditworthiness, indebtedness, and fiscal autonomy of municipalities;
- Experience in internal audit is an asset;
- Previous experience with USG/USAID funded programs and/or other international organizations’ capacity building programs is an asset.
