Monitoring, Evaluation and Learning (MEL) Director position

USAID/ North Macedonia SRMA program is a five-year contract, awarded to Cardno Emerging Markets USA Ltd., to work with North Macedonia’s local governments to measurably increase municipal own-source resources and external funds and increase their budget execution rate in compliance with the Government of North Macedonia’s (GoNM) budgeting and reporting requirements. The Activity will work the local governments, the GoNM, and the key stakeholders to: 1) enhance the quality of municipal tax and fee collection systems; 2) increase Local Government Units (LGUs)’ capacity to access external resources from the national government or international organizations’ funds and/or capital markets and banks; 3) improve LGUs’ ability to plan, manage and implement public sector revenues in compliance with Government of North Macedonia’s regulations; and 4) enhance the decentralization process.
The Role
The Director of Monitoring, Evaluation and Learning (MEL) primary responsibility is to support the Chief of Party/ Deputy Chief of Party in design and oversee the monitoring, evaluation and learning activities of the project. This individual will be responsible for ensuring an overall MEL Plan of the project and regularly manage and supervise its implementation vis-à-vis the program planned activities and designed objectives and indicators. The Director of Monitoring, Evaluation and Learning (MEL) will review, monitor and implement the MEL plan of the project, baseline data collection and related operational tasks. S/he will be responsible for developing, monitoring and reviewing of an overarching Monitoring, Evaluation and Learning Plan (MELP) to serve defining, measuring, tracking and evaluating the progress against the objectives and results set in the Activity, as directed by Chief of Party and the Deputy Chief of Party. The Director of Monitoring, Evaluation and Learning (MEL) should have adequate familiarity with USAID’s Monitoring, Evaluation and Learning (MEL) requirements and regulations.
The MEL Director position will be provided by subcontractor IDEAS DePo and will be embedded in the project team and office in Skopje. Embedded employees will be required to adhere to Cardno and program policies and procedures applicable to the employee’s project role and duties and will report to the Project Chief of Party or her designee for technical direction, as well as day-to-day management direction agreed with IDEAS DePo.
Qualifications
- An advanced university degree in public policy, business administration, economy, social sciences, or other relevant field;
- Minimum 10 years of USAID and other international donor experience in monitoring, evaluation, research of projects and programs. USAID MEL experience is strongly preferred;
- Demonstrated experience with USG/USAID funded programs and/or other international organizations’ programs with an accent on MEL approaches is required;
- Experience in developing monitoring indicators and designing and using appropriate data collection tools
- Strong command in data analysis, report writing, and presentation skills in English and Macedonian
- Strong skills using MS Office, PowerPoint, and statistical data software
- Experience working with projects and/or staff of culturally diverse teams and working with counterparts from other cultures;
- Excellent oral and written English language communication skills.
