The Training Needs Assessment (TNA) represents a systematic approach for determining the knowledge and skills of the state inspectors.
The TNA is essential to identify the most relevant and required training topics and the most effective methods for conducting training for the inspection authorities. The TNA – provided information on: the existing training programs in the inspectorates; annual training plans for inspectors, as well as recommendations for methodology for self-assessment of training needs.
Trainings as one of the possible ways of capacity building should ensure that inspectors have the necessary information, knowledge and skills in order to function professionally as well as having the relevant legal provisions, relevant national policies and skills to deal with improper implementation of legislation.
