USAID/ North Macedonia Strengthening Resource Mobilization Activity is a five-year contract, awarded to Cardno Emerging Markets USA Ltd., to work with North Macedonia’s local governments to measurably increase municipal own-source resources and external funds and increase their budget execution rate in compliance with the Government of North Macedonia’s (GoNM) budgeting and reporting requirements. The Activity will work the local governments, the GoNM, and the key stakeholders to: 1) enhance the quality of municipal tax and fee collection systems; 2) increase Local Government Units (LGUs)’ capacity to access external resources from the national government or international organizations’ funds and/or capital markets and banks; 3) improve LGUs’ ability to plan, manage and implement public sector revenues in compliance with Government of North Macedonia’s regulations; and 4) enhance the decentralization process.
The Role
The Component Lead primary responsibility is to support the Chief of Party/ Deputy Chief of Party in design and leading the effective, transparent, and accountable implementation of the decentralization activities, including strategy setting, planning, activity design, financial and personnel management in line with USAID Strengthening Resource Mobilization Activity overall purpose and approach. This individual will be responsible to initiate and lead the design of related initiatives at local and national level to assist the dialogue on advancing the fiscal decentralization reform and ensure coordination with other local governance and decentralization projects. The selected candidate would support the policy aspects of USAID Strengthening Resource Mobilization Activity interventions in municipal own-source revenues increase, improved access to external funds and inclusive budget planning and execution. He/she will play an active role in policy advice and strategic thinking on decentralization, local governance, urban and rural development and service delivery.
The Component Lead position will be provided by subcontractor IDEAS DePo and will be embedded in the Activity’s office in Skopje. Embedded employees will be required to adhere to Cardno and The Activity policies and procedures applicable to the employee’s role and duties and will report to the Chief of Party or her designee for technical direction, as well as day-to-day management direction agreed with the implementation team.
Qualifications
- University degree in Law, Economy, public policy, business administration or related field;
- At least 7 years of experience with USG/USAID local government/PFM funded programs and/or other international organizations’ programs;
- At least 3 years of management experience of USG/USAID funded programs and/or other international organizations’ programs;
- Understanding of municipal sources of funding and intergovernmental fiscal framework;
- Experience in working directly with local and central government officials promoting policy change and advancing policy reforms;
- Proven communication and advocacy skills, and ability to work in an environment requiring liaison and collaboration with multiple actors including government representatives, donors and other stakeholders;
- Strategic thinking, logical approach based on evidence and result oriented management;
- Strong report writing and presentation skills in English and Macedonian and excellent skills using MS Office;
- Experience working in multi-ethnic and multi-cultural environment.
- Excellent oral and written English language communication skills.
