USAID/ North Macedonia Strengthening Resource Mobilization Activity is a five-year contract, awarded to Cardno Emerging Markets USA Ltd., to work with North Macedonia’s local governments to measurably increase municipal own-source resources and external funds and increase their budget execution rate in compliance with the Government of North Macedonia’s (GoNM) budgeting and reporting requirements. The Activity will work with the local governments, the GoNM, and the key stakeholders to: 1) enhance the quality of municipal tax and fee collection systems; 2) increase Local Government Units (LGUs)’ capacity to access external resources from the national government or international organizations’ funds and/or capital markets and banks; 3) improve LGUs’ ability to plan, manage and implement public sector revenues in compliance with Government of North Macedonia’s regulations; and 4) enhance the decentralization process.
The Role
The Capacity Building Specialist’s primary responsibility is the implementation of the project’s capacity building interventions related to strengthening local government capacities to increase own source revenues, to access external funds and to plan and execute inclusively municipal budget. He/she leads the process of capacity needs assessment identifying and documenting the organizational development challenges and expert competences of partner municipalities to be addressed by the project technical assistance approach. Provides direct support to Component Leaders in the development of training and mentoring materials meeting the specifics of the respective target groups. Develops monitoring tools to measure the quality of the training and mentoring activities and to inform the project indicators related to capacity building outcomes.
The Capacity Building Specialist establishes and maintains a strong relationship with national and local government counterparts, in accordance with the objectives and activities of USAID Strengthening Resource Mobilization Activity. He/she identifies innovative approaches for transferring of knowledge and experience to public administration as well as for peer-to-peer exchange, mentoring and learning.
The Capacity Building Specialist position will be provided through the subcontractor IDEAS DePo and will be embedded in the Activity’s office in Skopje. Embedded employees will be required to adhere to Cardno and The Activity policies and procedures applicable to the employee’s role and duties and will report to the Chief of Party or her designee for technical direction, as well as day-to-day management direction agreed with the implementation team.
Qualifications
- University degree in Law, social/development studies, business or public administration, management or related field;
- At least 4 years of experience in capacity needs assessment, organizational development, technical and institutional capacity building;
- At least 4 years of experience with USG/USAID funded programs and/or other international organizations’ capacity building programs;
- Excellent time management skills and ability to multi-task and prioritize work;
- Attention to detail and problem solving skills;
- Strong skills using MS Office;
- Experience working in multi-ethnic and multi-cultural environment;
- Excellent oral and written English language communication skills.
