Analysis of inter-governmental capital transfers to local self-government in the Republic of North Macedonia

The analysis of intergovernmental capital transfers intended for local self-governments in the Republic of North Macedonia was prepared as part of the USAID Strengthening Resource Mobilization Activity to review the existing system of capital transfers from the central government to the local self-government units in the Republic of North Macedonia. The analysis reviews the current system, identifies key weaknesses, and challenges and proposes short- and medium-term recommendations for process improvement.

The analysis was prepared using publicly available information and data from the last five years retrieved from the relevant institutions.

The Project Strengthening Resource Mobilization Activity in the Republic of North Macedonia is funded by the United States Agency for international Development (USAID). The aim of the project is to measurably increase municipalities’ own-source revenues and external funding, and increase their budget execution rate in compliance with the central government’s budgeting and reporting requirements.
